  • Sandy Noujaim
    President of the Board
    Term Expires: 12/2026

    Sandy Noujaim was elected to the CUHSD Board in 2022. Mrs. Noujaim earned a Bachelor of Science Degree in Education from Northern Arizona University, and a Master of Arts Degree in Teaching from Grand Canyon University.  Mrs. Noujaim has been an integral part of the education and athletic community for several decades. Starting her teaching and coaching career in 1982 in Yuma, Arizona, she later relocated to the Imperial Valley in 1988. Over the course of 15 years, from 1988 to 2003, she coached volleyball, soccer, and softball at Central Union High School. Mrs. Noujaim also serves as a Board Member for the CIF Federated Council and State Executive Committee. Additionally, she is a proud member of the Kofa High Athletic Hall of Fame and the San Diego High School Coaching Legends Hall of Fame and has received the CIF Distinguished Service Award in both 2009 and 2020.

  • Elizabeth Espinoza
    Clerk of the Board
    Term Expires: 12/2026

    Ms. Espinoza was elected to the CUHSD Board in 2022 in a regular election. Ms. Espinoza is a graduate of Southwest High School, IVC graduate, San Diego State University Alumna, B.A and M.S. 

  • Deby Ellet
    Term Expires: 12/2028

    With over 38 years of service in education, Deby Ellett taught at Central Union High School and Desert Oasis High School, and most recently worked part-time in Special Education at Southwest High School. Early in her career, she also served as the swim coach at Central Union. In 1996, Ms. Ellett earned a Master of Education from San Diego State University. Throughout her career, she was passionate about supporting students both in and beyond the classroom, serving as a faculty sponsor for Campus Life Clubs and helping connect students with community resources such as IVROP, the Department of Rehabilitation, Imperial Valley College, FAFSA counselors, and DSPS.

Role of a Board Member

According to the California School Board Association, Board members, the role of the school board is to ensure that school districts are responsive to the values, beliefs and priorities of their communities. 


Boards fulfill this role by performing five major responsibilities:

  • Setting direction
  • Establishing an effective and efficient structure
  • Providing support
  • Ensuring accountability
  • Providing community leadership as advocates for children, the school district and public schools

 

Board Norms

On March 10, 2020, the Board adopted a set of Board Norms.  These guidelines help Trustees with a set of expectations on how they conduct business.
